"New energy storage has the advantages of fast response, flexible configuration, and short construction period. It can play an important regulating role in the new power system with an increasing proportion of new energy, and is an important support for achieving the goal of carbon peaking and carbon neutrality." The person in charge of the Energy Conservation and Technology Equipment Division of the Bureau introduced that with the rapid increase in the proportion of new energy installed capacity, the number of incoming calls from outside the province has increased significantly, the transformation of coal-fired power units has accelerated and improved efficiency, and the power grid peaking situation has become increasingly severe, accelerating new energy storage with high quality and scale. Development is imperative. To this end, Shandong insisted on incorporating new energy storage into the key breakthroughs in the “14th Five-Year Plan” for energy development, issued the country’s first energy storage demonstration application implementation opinions, and introduced energy storage priority, level-in and level-out, priority power generation plan incentives, and more labor. More to wait for "policy red envelopes". In 2022, following the completion and operation of the first batch of "5+2" energy storage demonstration projects, Shandong will once again launch the second batch of energy storage demonstration projects with a total scale of 3.095 million kilowatts. Among them, there are 25 lithium battery projects with a scale of 2.56 million kilowatts, and 4 new technology projects with a scale of 535,000 kilowatts. Among them, 7 projects have started construction, with a cumulative investment of about 400 million yuan; 7 projects have completed bidding planning and application for start-up.


It is reported that the Yishui 300 MW/600 MWh energy storage demonstration project, invested and constructed by China Power International Development Co., Ltd., covers an area of about 75 acres and will be constructed in three phases. The first phase invested 450 million yuan, and adopted advanced integration technology of high-voltage air-cooled energy storage sub-system to build an energy storage system with a capacity of 100 MW/200 MWh, including energy storage battery containers, PCS containers, dry-type transformer containers, and high-voltage switchgear. A container and a 110 kV booster station are planned to be put into operation in November this year. At present, the project has completed the basic construction of the battery cluster and the procurement of all equipment.


"The project is completed and put into operation, which can effectively solve the problem of local new energy consumption, and play an important role in the safe and stable operation of the power system in central and southern Shandong." The technical feasibility of the "battery + solid-state battery" energy storage mode has been effectively verified, and the implementation of the project provides a demonstration for large-scale promotion and application; using the international leading centralized monitoring energy management technology, it can adjust the peak regulation, frequency regulation, voltage control, planning curve, etc. of the power grid. Realize millisecond-level control response; equipped with high-pressure air-cooled and liquid-cooled heat dissipation systems, the power station efficiency is increased by 2%-3%, and energy consumption is reduced by 20%; equipped with very early monitoring, explosion-proof pressure relief, fire and heat insulation, active ventilation, hot air Six major protection systems, such as sol fixed-point injection and water fire sprinkler, tighten the "safety valve" for the energy storage power station. In terms of operation mode, it is included in the unified dispatching management of the province's power grid, participates in electricity spot trading, electricity service market, and provides services such as peak regulation, frequency regulation, and black start. It is estimated that the first phase of the project can consume 60 million kilowatt-hours of new energy electricity annually, reducing coal consumption by about 19,000 tons. In terms of industrial integration, expand application scenarios, integrate the first electric heavy-duty truck swap station in Linyi to be completed and put into operation in 2021, provide clean and stable power supply, promote the replacement of electric energy in the transportation industry, and accelerate the development of the electric heavy-duty truck industry.


In the next step, Shandong will accelerate the construction of the second batch of new energy storage demonstration projects, promote promotion and application through pilot projects, promote deepening development through demonstration, strengthen scientific and technological research, focus on innovation and breakthroughs, and promote new energy storage multi-mode, multi-channel, multi-scenario high Quality and large-scale development, and strive to reach a scale of more than 3.3 million kilowatts by the end of this year, and exceed 5 million kilowatts in 2025.
